Library Operation Regulations
Chapter 1 General Provisions
Article 1 (Purpose) The purpose of these regulations is to stipulate matters necessary for the operation of the Pohang University of Science and Technology (hereinafter referred to as “the University”) library.
Article 2 (Mission) The library smoothly performs and supports tasks related to the collection and provision of academic information and the management of user spaces to achieve the purpose of a research-oriented university.
Chapter 2 Organization and Operation
Article 3 (Definition of Terms) The definitions of terms used in these regulations are as follows:
1. “Materials” refers to all materials necessary for the University’s education and research activities, including book-type materials such as monographs, dissertations, research reports, and printed journals, as well as non-book-type materials such as electronic journals, electronic books, databases, and non-book materials.
2. “Collection” refers to physical materials collected and registered by the library.
Article 4 (Staffing) The Head of Academic Information (hereinafter referred to as “the Head”) shall comply with Article 11 (Librarians, etc.) of the University Library Promotion Act and allocate librarians and professional staff. The Head shall endeavor to secure and allocate sufficient librarians and professional staff to support the University’s education and research activities.
Article 5 (Scope of Duties) Librarians and professional staff shall perform the following duties, including all matters necessary for the management and operation of the library:
1. Management and operation of facilities and equipment
2. Materials development (collection and organization of materials)
3. Materials circulation (management, browsing, and lending of materials)
4. Information services (analysis and provision of information)
5. Cultural events
6. Development and operation of related systems and digital content for operation and service provision
7. Other research performance management and support for academic research activities, etc.
Article 6 (Training) Librarians and professional staff shall undergo training to improve their job performance capabilities in accordance with Article 11, Paragraph 3 of the University Library Promotion Act.
Article 7 (Budget) The Head shall secure a budget to expand sufficient materials and establish a reading environment to support education and research activities in the library.
Article 8 (Establishment of Development Plan) The Head shall establish a university library development plan every five years based on the comprehensive plan of Article 8 (Establishment of a Comprehensive Plan for the Promotion of University Libraries) of the University Library Promotion Act, in accordance with the characteristics of the University.
The development plan shall include the following:
1. Basic direction and goals for the development of the university library
2. Measures for the development and expansion of the university library collection
3. Measures for the improvement of university library facilities and environment
4. Measures for the activation of university library user services
5. Measures for the development and management of university library human resources
6. Other matters necessary for the development of the university library
Article 9 (Establishment of Annual Implementation Plan) The Head shall establish an annual implementation plan every year, including the following:
1. Results of the implementation of the previous year’s annual implementation plan
2. Direction for promoting university library development projects for the current year
3. Direction and detailed implementation plans for major projects related to the university library
4. Other matters necessary for implementing the development plan and annual implementation plan
Chapter 3 Collection and Organization of Materials
Article 10 (Collection)
1. The University shall collect a variety of domestic and international materials, with priority given to materials necessary for achieving academic research and educational purposes.
2.The Head shall secure a sufficient number of basic books and an annual increase in the number of books per enrolled student in accordance with Article 12 (Facilities and Library Materials) of the University Library Promotion Act. Details regarding efficient material collection work shall be in accordance with separate guidelines.
3.Library materials purchased with research funds shall be registered as part of the library collection in accordance with Article 12 (Attribution of Results) of the Research Work Management Regulations. Details shall be in accordance with separate guidelines.
Article 11 (Asset Registration) Materials acquired by the library shall be registered as assets in accordance with the following:
1.Books purchased as fixed assets with tuition fees shall be registered with the purchase price as the asset value.
2.Donated books and non-commercial items shall have an asset value of 1 won.
3.Other details shall be in accordance with separate guidelines.
Chapter 4 Management of Materials and Facilities
Article 12 (Inventory Check) Inventory checks shall be conducted as follows:
1. An inventory check of the collection shall be conducted every three years.
2. In the event of a natural disaster or other unavoidable circumstances, the inventory check may be postponed with the approval of the Head.
Article 13 (Withdrawal of Materials)
1. Materials falling under any of the following categories may be withdrawn:
a. Damaged materials that cannot be read or rebound
b. Damaged materials for which the cost of rebinding or repair exceeds the purchase price
c. Materials that lack topicality or originality and have no utilization value, requiring replacement
d. Materials that have been lost or damaged during loan and compensated for in cash instead of in kind
e. Materials that cannot be recovered due to the borrower’s expulsion, withdrawal, graduation, or retirement
f. Materials that are unaccounted for as a result of an inventory check (annual natural loss rate of 0.03%)
g. Other materials for which the Head acknowledges a reason for withdrawal
2. The annual withdrawal range of materials shall not exceed 5% of the total registered collection.
Article 14 (Facility Management) The Head shall secure library facilities and floor space per enrolled student, taking into account the number of students and the size of the collection, in accordance with Article 12 (Facilities and Library Materials) of the University Library Promotion Act. The Academic Information Team shall manage various facilities and equipment in the library, archives, and POSTECH1986. Details regarding this shall be in accordance with separate guidelines.
Chapter 5 Access to Materials
Article 15 (Opening Hours)
1. Access to and loan of materials shall be in accordance with the opening hours of each floor of the Academic Information Center.
2. The Head may extend or shorten the hours specified in Paragraph 1 when deemed necessary.
Article 16 (Eligibility for Access) Eligibility for library access and browsing is as follows:
1. Members of the University (faculty, students, staff, and researchers) and their families (spouses and children of high school age or older)
2. Employees of the University Foundation
3. Faculty and staff of the POSCO Educational Foundation
4. Employees and researchers of the Pohang University of Science and Technology Research Institute
5. Employees of POSCO Holdings and POSCO
6. General members
7. Others who have obtained approval from the Head
Chapter 6 Loan of Materials
Article 17 (Borrowing Privileges) Borrowing privileges for library materials are as follows:
1. Monographs and multimedia materials
a. Faculty, students, staff, and researchers of the University
b. Employees of the University Foundation
c. Faculty and staff of the POSCO Educational Foundation
d. Employees and researchers of the Pohang University of Science and Technology Research Institute
e. Employees of POSCO Holdings and POSCO
f. Spouses of faculty, students, staff, and researchers of the University
g. Others approved by the Head
Article 18 (Number of Items and Loan Period) The number of items and loan period for materials are as follows. If a borrower wishes to continue borrowing after the loan period expires, the loan may be renewed. The number of renewals shall be specified in separate guidelines. However, if there is a reservation for the borrowed material, priority shall be given to the reserving borrower.
1. General Loan: The number of items and loan period for monographs and multimedia materials shall be specified in separate guidelines.
2. Long-term Loan of Monographs
a. The number of items and loan period for books necessary for the work of administrative departments shall be specified in separate guidelines.
b. Long-term loans may be provided to enrolled students during vacation periods.
c. Loans of books purchased with research funds shall be in accordance with the research fund book purchase guidelines.
Article 19 (Loans to Other Institutions)
1. Loans to employees of institutions that have an agreement with the University shall be in accordance with the mutual agreement between the institutions.
2. With the approval of the Head, general materials may be lent out upon loan requests from heads of other academic, industrial, government, or public institutions.
Article 20 (Immediate Return of Borrowed Materials) Borrowed materials shall be returned even within the loan period if any of the following circumstances apply:
1. When a faculty member, staff member, or researcher of the University takes a leave of absence or retires
2. When an enrolled student of the University takes a leave of absence, is expelled, or graduates
3. When an employee of the University Foundation, Pohang University of Science and Technology Research Institute, POSCO Educational Foundation, POSCO Holdings, or POSCO takes a leave of absence or retires
4. When the Head requests the return of materials
Article 21 (Restricted Loan Materials) The loan of the following materials may be restricted:
1. Reference books
2. Serials
3. Dissertations
4. Other books designated separately by the Head
Article 22 (Designated Book System)
1. The library shall implement a designated book system for the study of each subject.
2. The loan and eligibility for designated books shall be specified in separate guidelines.
Article 23 (Return Notification) The Head shall notify borrowers to return materials that have not been returned within the loan period.
Chapter 7 Compensation and Sanctions
Article 24 (Sanctions) The use of materials may be restricted if any of the following apply:
1. If borrowed materials are not returned by the due date, borrowing privileges shall be suspended for a period calculated by multiplying the number of borrowed items by the number of overdue days.
2. A first-time offender of unauthorized removal of library materials shall have their borrowing privileges suspended for six months. A second-time offender shall have their borrowing privileges suspended for an additional six months after the end of the first suspension period, and their affiliated department shall be notified.
3. Individuals who intentionally damage library materials, such as through unauthorized copying or writing on them, shall have their borrowing privileges suspended for six months.
4. Misuse of electronic materials purchased by the library shall be subject to sanctions in accordance with the regulations on misuse of computer resources.
5. Other violations shall be handled in accordance with separate guidelines
Article 25 (Compensation) If a user damages or loses monographs or multimedia materials, they shall compensate for them in accordance with separate guidelines.
Article 26 (Enforcement Measures for Overdue and Unreturned Books) The Head may request the head of the relevant department to take enforcement measures to recover overdue and unreturned books from users.
Chapter 8 Information Services
Article 27 (Conditions for Use of Electronic Resources) The following individuals are eligible to use electronic materials subscribed to by the library:
1. Members of the University
2. Individuals who have been granted permission to use university computer resources in accordance with Item 1
3. Users who visit the library and access the materials within the library
Article 28 (Information Services) The library shall provide various information services so that members of the University do not experience difficulties in using information resources for research and study purposes. The details and scope of the services shall be specified in separate guidelines.
Chapter 9 Academic Information Steering Committee
Article 29 (Establishment) An Academic Information Steering Committee (hereinafter referred to as “the Committee”) shall be established and operated in accordance with Article 3 (Establishment Permit) of the Committee Regulations.
Article 30 (Functions) The Committee shall deliberate on matters stipulated in Chapter 7 (Academic Information Steering Committee) of the Committee Regulations and shall be considered the University Library Steering Committee as stipulated in Article 10 of the University Library Promotion Act. Details regarding the operation of the Committee shall be in accordance with separate guidelines.
Chapter 10 Supplementary Provisions
Article 31 (Details) Details not specified in these regulations shall be determined separately by the Head.
Supplementary Provisions
1. These regulations shall be enacted and enforced from May 4, 1999.
2. (Transitional Measures) The Mueunjae Memorial Library Regulations and the Electronic Computing Center Regulations in effect before the enactment of these regulations shall be abolished.
Supplementary Provisions
These regulations shall be revised and enforced from March 1, 2000.
